Most of our calls are for placement entirely on private property — a driveway, yard, or parking pad — and that’s unregulated everywhere in our service area; no permit needed, full stop. Where it gets specific is when a container needs to sit in a public street or sidewalk. Inside the City of Huntsville, that falls under the City’s Engineering Division Street Cut Permit — a real, confirmed permit process. What isn’t published anywhere we can find is a dumpster-specific fee, so we tell every in-city customer to call the Engineering Division directly and confirm the current requirement before we book street placement, rather than quote a number we can’t verify.
That process is specific to the City of Huntsville — it doesn’t automatically carry over anywhere else on our route. Alabama’s local government runs on counties and incorporated cities and towns only — there’s no township layer at all, per the Alabama State Bar’s own "Alabama Municipal Law 101" primer, which counts 67 counties and 463 incorporated cities and towns statewide. On unincorporated Madison County land — New Market, Meridianville, Harvest, and Hazel Green — there’s no city government to fall back on, so Madison County’s own Commission and Public Works department is the real, active permitting authority for local roads and rights-of-way in those communities.
Every other incorporated city or town we serve runs its own separate, separately incorporated municipal government with its own council or public-works office: Madison, Owens Cross Roads, and Gurley inside Madison County, and Athens, Decatur, Hartselle, Elkmont, Priceville, Guntersville, Arab, Albertville, and Scottsboro outside it. We don’t assume Huntsville’s process applies in any of them — we contact that town’s own office directly on a customer’s behalf when a job needs street placement there, and we’ll never guess a fee or office name for a town we haven’t specifically confirmed.
